The NovaPay payment system is recognized as essential for Ukraine. According to the NBU, it is the leader among all money transfer systems created by non-bank institutions. NovaPay has about 2.5 million transactions per day, like the processing of the country's largest banks, and 32% of the Ukrainian transfer market.

NovaPay LLC is a payment organisation of the international payment system NovaPay. NovaPay LLC is a member of the NOVA group of companies. One of the founders of the financial company NovaPay LLC is Nova poshta LLC, which holds a leading position in Ukraine’s postal and courier services market.

NovaPay LLC is a financial institution following the Certificate of Registration of a Financial Institution, series FC No. В0000149 dated 05.02.2021.

The company is included in the Register of Payment Infrastructure in the status of a payment institution by NBU decision No. 21/770-рк dated 28.04.2023 and holds the following licenses:

1. The NBU license for the provision of financial payment services No. 21/770-рк dated 28.04.2023, in particular:

  • services for crediting cash to users’ accounts, as well as all services for opening, maintaining, and closing accounts (except for electronic wallets);
  • services for withdrawing cash from users’ accounts, as well as all services for opening, maintaining, and closing accounts (except for electronic wallets);
  • services for the execution of payment transactions with the user’s funds from/to the user’s account (except for payment transactions with electronic money), including a) execution of a credit transfer, b) execution of a debit transfer, c) execution of another payment transaction, including with the use of payment instruments;
  • services for performing payment transactions from/to the user’s account (except for payment transactions with electronic money), provided that the funds for the payment transaction are provided to the user by the payment service provider on a loan basis, including: a) performing a credit transfer; b) performing a debit transfer; c) performing another payment transaction, including using payment instruments;
  • services for issuing payment instruments and/or acquiring payment instruments;
  • money transfer services without opening an account.

2. NBU license for foreign exchange operations No. 58 dated 01.05.2023 (financial payment service for transferring funds without opening an account).

NovaPay LLC is not in the process of liquidating a financial institution.

No bankruptcy proceedings have been initiated against NovaPay LLC, and no financial institution rehabilitation procedure has been applied.

How NovaPay complies with financial monitoring legislation

At NovaPay, we comply with all the requirements of Ukrainian legislation and international FATF standards on combating money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction.

Our “security code” is the Policy on Prevention and Counteraction to Money Laundering, Terrorist Financing, and Financing of the Proliferation of Weapons of Mass Destruction. This document establishes the control standards and principles the entire NovaPay non-banking financial group adheres to. It regulates:

  • how we screen customers;
  • what measures we take to ensure that our services are not used for illegal activities;
  • how we comply with legal requirements and minimize risks.

A NovaPay employee may ask a customer to fill out a questionnaire and provide information about themselves when they make financial transactions worth UAH 400 thousand or more (either in one transaction or several). In case of refusal, the company cannot provide financial services to the client.

This is due to the fact that NovaPay LLC is a non-bank financial institution that is subject to primary financial monitoring.

By the requirements of the Law of Ukraine “On Prevention and Counteraction to Legalisation (Laundering) of Proceeds of Crime, Terrorist Financing and Financing of the Proliferation of Weapons of Mass Destruction” and NBU regulations, NovaPay is obliged to identify, verify, and study customers (i.e., request information about the customer’s financial condition and the nature of their activities), as well as to clarify information about the customer. It is crucial for the company that official documents and data from the questionnaire confirm the information received from the client.

The information received from the client is confidential. This means the company is prohibited from distributing it or passing it on to third parties unless otherwise provided by Ukrainian law.
